This has duel meaning. Sometimes in a relationship, people are not "all in" they have one foot out the door, unable to commit. The same often goes for our relationship with God. Many of us are just lukewarm.
This song was inspired to be about the choice. Much like many of us would like someone to be in or out, hot or cold, just pick a lane! God wants us to do that as well. He is always waiting for us with whatever we choose. We always think we have time, but sometimes time runs short. It's best to choose a side, are you hot or cold, in the relationship or out.
"I will wait, it's not too late, to choose, to choose me". I imagine that is what God is saying to all of us.
